The 7th Russian-Chinese working group on cooperation in the HSR area ends its session in Moscow

March 15-17, the Russian-Chinese Working Group on Cooperation in the HSR area and the Russian-Chinese Working Group of Enterprises for Cooperation in the HSR area took place in Moscow. On March 17, 2017, the 7th meeting of the Working Groups was held, at which the representatives of the Russian and Chinese delegations discussed a number of issues related to the design and construction of the first high-speed rail line Moscow-Kazan in Russia.

The Russian delegation was headed by Deputy Minister of Transport of the Russian Federation, the head of the Russian part of the Working Group in the HSR area Alan Lushnikov and by First Vice President of Russian Railways, General Director of High-Speed Rail Lines, and the head of the Russian part of the Working Group of Enterprises for Cooperation Alexander Misharin.

The Chinese delegation was headed by Deputy Chairman of the State Committee of China for Development and Reform, the head of the Chinese part of the Working Group in the HSR area, Hu Zucai, and on behalf of the head of the Chinese part of the Working Group of Enterprises for Cooperation in the HSR area, Chairman of the Board of the International Company of Chinese Railways, Yang Zhongmin.

The parties discussed the progress and results of the design work for the Moscow-Kazan high-speed rail line and the results of the work of the subgroup on studying the issues related to the funding and investment of the Moscow-Kazan HSR project and agreed to establish a working group to study the prospects for organizing high-speed rail freight traffic by specialized rolling stock in the Europe-Russia-China communication as part of the Working Group in the HSR area and the Working Group of Enterprises for Cooperation in the HSR area until the end of April 2017.

The newly created working group should study the condition and prospects for the development of cross-border e-commerce between Russia and the People's Republic of China, the PRC and Europe, as well as the situation with the transport of electronic trade goods from China to Russia and Europe and vice versa by modes of transport, and to conduct an analysis of the economic efficiency of the project.

In addition, the representatives of the delegations exchanged views on the localization of rolling stock production, the technical design of passenger high-speed rolling stock and freight rolling stock, the setup of a joint venture, and identified the main areas of work and issues requiring study. The technical design of the high-speed rolling stock and the concept of its design were also considered.

Following the consideration of these issues by the leaders of CRRC Corporation and Sinara Group with the participation of the representatives of Russian Railways and Chinese Railways, as part of the meeting of the Working Group of Enterprises for Cooperation in the HSR area, a Program for the phased localization of production of high-speed rolling stock on the territory of Russia was signed.
