The project of Moscow – St Petersburg HSR (HSRL 1) building is submitted in the St Petersburg state transport university

In April 26 St Petersburg state transport university was visited by the General Director of JSC Speed Lines, the subsidiary of JSC Russian Railways which make preparation of the Moscow — St. Petersburg HSR project (HSRL 1).

During the visit the press conference took place with the participation of Denis Gelievich Muratov, the General Director of JSC Speed Lines and Valery Ivanovich Kovalev, the professor, the chancellor of the St Petersburg state transport university.


On the press conference primary questions about HSRL 1 project was touched on: about opportunities of the project realization, about social-economic effects and its legislative substantiation, about the financial and economic model of the project.




After the press conference the subscription of the memorandum took place. It describes the cooperation of  the St Petersburg state transport university and JSC Speed Lines in the realization of educational programs in sphere of high-speed railroad service.


“It is necessary for the realization of the HSR building project and its operation to learn specialists in sphere of high-speed service right now. We wold like our senior students to have an opportunity to do practical work and to find employment in JSC Speed Lines”, — D. G.  Muratov said. The problems of recruitment and the target-oriented training of specialists in sphere of high-speed railroad transport was noted in the memorandum subscribed by the General Director of JSC Speed Lines D. G.  Muratov and the  the chancellor of the St Petersburg state transport university V. I.  Kovalev

The document subscribed during the meeting is aimed at the cooperation of the  St Petersburg state transport university and JSC Speed Lines for the realization of the Decree No. 321 of the President of the Russian Federation of March 16, 2010 “Concerning actions of management of the high-speed rail service in the Russian Federation”. In the company's and the university plans to develop the program of cooperation aimed at using the potential of scientists, professors and lecturers of the transport university to develop high-speed railroad transport in Russia. The cooperation program will also be aimed at the promotion of ideas of  high-speed railroad transport in Russia as well as the participation of JSC Speed Lines in the modernization of the educational and scientific basis of the St Petersburg state transport university intended to solve these tasks.

Also as a part of his visit D. G.  Muratov met students and lecturers of the university. 



According to the project presented by D. G.  Muratov the Moscow — St Petersburg HSR can be put into operation before 2018. Trains speed, as it planned, will reach 400 kmh and the travel time will be 2,5 hours.

The realization of the high-speed railroad service will be carried out on the base of the Life Cycle Contract (LCC). This new for Russia contract type presupposes that a contractor selected following the results of the single tender must provide the engineering, building, financing and support during the whole life cycle of infrastructure objects forming a part of the HSRL 1 (about 30 years) and the consumer represented by a state partner bind itself to pay for services rendered according to the current contract by periodic payments during this period of time.

According to specialists none high-speed trunk in the World has got self-repayment for a while, so the current project won't manage without government grants. That's why the primary thing which will make the success of the project is the forthcoming amendment of the federal budget.
