President Vladimir Putin gave a speech at the St, Petersburg International Economic Forum on June 21 and described the development vector for Russia for the near term. "The economic growth must be based on three pillars: increase of workforce productivity, investment and innovation", the President of Russia noted.

Vladimir Putin stated that the funding provided by the National Wealth Fund must work for the Russian economy and suggested that these funds should be put in the projects "that change the way the country looks, open new development opportunities". One of such projects, according to the President, is the project of the Moscow-Kazan high-speed rail link, which will facilitate elevation of mobility and civil business activity in the Central, Povolzhye and Urals economic areas.

In addition to the Moscow-Kazan HSL project, the large infrastructure projects of high priority and of tremendous strategic importance to Russia are the project for the construction of the central ring road and the project for modernization of the Trans-Siberian Railway. A total of RUB 450 bn will be allocated from the National Wealth Fund for these projects.
