Chinese investors are willing to invest in Moscow–Kazan railway

Chinese partners proposed Russian Railways their participation in Moscow-Kazan high-speed railway line (HSR) project. Alexander Misharin, First Vice President of Russian Railways, said: “Chinese partners presented their HSR investment proposals. We will discuss them today and tomorrow. It is beneficial for us, whether in RMB or USD. The proportion will depend on how the company will be able to further use the received yuans and for what purposes”. China is willing to invest in the construction of Russia's first high-speed railway from Moscow to Kazan. The Chinese are willing to invest about RUB50 bn in an SPV's capital and extend a 20-year RUB250 bn worth credit facility through a Chinese bank consortium. “Alexander Misharin said at the meeting that the Chinese party had proposed to set up a 50/50 JV. China has proposed to invest RUB50 bn and extend a 20-year RUB250 bn worth loan”, a source aware of the Chinese proposals informed on Sunday. “They [the Chinese, edit.] are willing to invest about RUB50 bn in the capital of an SPV (special-purpose vehicle for the HSR project) and extend a 20-year RUB250 bn worth credit facility through a Chinese banking consortium. It is the first proposal we have had so far and the starting point for further negotiations”, confirmed the source.
