Russian-Chinese consortium wins the Moscow–Kazan HSR design tender

The price of design contract is RUB20 bn less VAT. Russian-Chinese consortium has been named as the preferred designer for Moscow-Kazan HSR, as a representative of High-Speed Rail Lines, Russian Railways’ subsidiary, informed TASS. Russian Railways will enter into a contract with a consortium of design companies led by Mosgiprotrans, with Nizhegorodmetproekt and CREEC (China Railway Eryuan Engineering Group Co. Ltd.) participating, for surveys, land planning and marking, and development of design documentation for the Moscow-Kazan HSR section of Moscow-Kazan-Yekaterinburg HSR in 2015-2016. The price of design contract is RUB20 bn less VAT. Bids were opened on April 22. It has been informed earlier that the Russian-Chinese consortium was the only bidder. In accordance with the bidding procedure, if a bid is qualified, the bidding is recognised invalid and the contract is awarded to the sole bidder. The Russian-Chinese consortium is the most promising professional association who has an extensive track record of high-speed railways and large Russian infrastructure projects and integrates long experience and best practices”, says the communication. Mosgiprotrans is one of Russia's major design institutes. The institute designed the largest infrastructure projects implemented in Russia such as Baikal-Amur and Amur-Yakutsk mainline railways, many railway lines, bridges, stations, and other facilities. The Institute have developed national standards for high-speed (over 250 kmh) passenger trains, General plan of Moscow railway hub development, and construction and upgrade projects for the country's largest railway hubs and stations. CREEC, formerly a state-owned design organisation, is a largest engineering company is China. CREEC is involved in rail and motor roads, city railway transportation, utilities, multi-storey construction, port operations, geotechnical studies, surveys, research, project management, technology supervision, investment and financing, construction, preparation for mass production, and international trade. CREEC plays an important role in upgrading Chinese railways and has an extensive experience in designing passenger and freight tracks and dedicated high-speed passenger lines with travel speeds of 200 kmh, 250 kmh and 350 kmh. As of now, CREEC has designed 4,713 km of railway tracks for operating speed of 200 kmh, 2,499 km of railway tracks for operating speed of 250 kmh, and 1,000 km of railway tracks for operating speed of 350 kmh. Nizhegorodmetproekt (former Gorkovmetproekt) has built and put into service about 19 km of lines and 14 stations of Nizhny Novgorod metro, the first Samara's metro section, designed the first phase of Kazan metro and modern combined infrastructure facilities for different modes of transport. The total value of Moscow-Kazan HSR is RUB1,068 tn. In the future, Moscow-Kazan section may become a part of Moscow-Beijing HSR, which estimated cost is RUB7 tn, and of the Silk Road Project to link China with European and Middle East markets. China earlier intended to extend a RUB250 bn loan for the HSR construction and contribute RUB52 bn in an SPV capital. As TASS informed by reference to the source, during the visit of Chinese President Xi Jinping on May 8-9, Russian Railways and its Chinese partners may execute an SPV agreement. The SPV will then be able to engage contractors for the project through bidding. Moscow-Kazan line will be about 770 km long with trains travelling at speeds of up to 400 kmh and stations at each 50-70 km. Travel time from Moscow to Kazan will be 3.5 hours against the current 14. Russian Railways propose a concession framework for the HSR construction, with the concessioners' share of the project equal to RUB684.4 bn., and the Russian Railways' share equal to RUB384.1 bn Concessioners payback will be ensured by infrastructure charges payable by carriers.
